Butter? It has an odd texture to it. Why is it in a strainer?

It seems to me that they are preparing butter from scratch. If you see into the bowl...there is some milk in there.

looks more like Sugar in the bowl to me.
Most probably melted butter to mix in with the sugar to make cake or something like that...
